RIVER VALE—A third hearing on a controversial proposal by Incandescent Development LLC to put nine buildings and 52 townhouses at 691-693 Rivervale Road was canceled by the applicant only days before the April 24th Joint Planning Board hearing.

The proposed development will include eight affordable townhouse units. Officials told Pascack Press that it was likely the board would have voted on the application April 24 if all testimony was concluded at the meeting and the public had an opportunity to make final comments on the proposal.

“The applicant has requested an adjournment due to scheduling conflicts with their expert witnesses. The application will be adjourned to a future date to be determined and adequate notice will be published,” said the notice from Land Use Administrator Maria Haag.

As of press time April 24, the hearing had not been rescheduled, said Haag.

The third hearing will likely offer testimony from the applicant’s planner, Haag told us.

“Once that testimony is complete, the chairman will open up the meeting to the board members and public for questions of that witness.  If the applicant does not recall any witnesses and concludes, the meeting will be open for (public) statements,” Haag said.
 
The applicant may have been planning to have their expert witnesses present to address any additional questions, noted Haag.
