Council to take up tree-preservation rules, vehicle storage limits, and new capital projects

TOWNSHIP OF WASHINGTON—The governing body meets Monday, Oct. 6, at 7 p.m. in the municipal chambers for its next regular meeting, with a conference session to follow. The evening’s docket runs from routine bill payments to first readings on new capital ordinances, as the governing body continues to work through a packed fall schedule.

The agenda remains subject to addition or rearrangement before final publication. In addition to Mayor Peter Calamari, those expected include Administrator Mark DiCarlo, Attorney Siobhan Bailey, Council President Michael DeSena, and members Steven Cascio, Thomas Sears, Michael Ullman, and Daisy Velez.

Public hearing to resume on tree-preservation changes

The meeting opens with reports from the mayor, administrator, and council, followed by payment of bills and approval of minutes. A continued public hearing is scheduled on Ordinance 25-20, amending the township’s site-plan review code (Chapter 540-84) dealing with demolition of residences, tree preservation, and related requirements. The measure returns for second reading and possible adoption, and residents will again have a chance to comment before the vote.

New parking, field, and DPW measures introduced

Three new ordinances are set for first reading:

  • Ordinance 25-02, establishing regulations on parking and storage of boats, trailers, commercial vehicles, and recreational vehicles in residential zones. If introduced, it will advance to public hearing later this month.
  • Ordinance 25-21, appropriating $68,601.38 for improvements at Memorial Field, funded through previously issued obligations and capital-fund balance.
    Ordinance 25-22, appropriating $150,349.85 toward construction of a new Department of Public Works facility, also using prior bond proceeds and capital balance.
  • Companion resolutions (25-320 through 25-322) authorize publication of each ordinance and scheduling of the required hearings.

Consent items: escrow returns, guaranty reduction, grant application

Following adjournment of the public meeting, the council will convene its conference session to discuss current business under Administration and Council headings. Items include a block-party ordinance under “Ordinances and Legislation,” along with financial and miscellaneous updates.

A closed session (R-25-326) may be called to review cell-tower negotiations, shared-service contract discussions, and a lease agreement (for DPW equipment storage) involving Bethany Church property. The council has indicated that a return to open session may or may not be necessary depending on the progress of those talks.

Public participation and access

Public comment is scheduled midway through the regular meeting, with five minutes per speaker. Residents who cannot attend may send questions or statements through the township website’s “Contact Us → Mayor and Council” form, which emails all council members simultaneously.

The meeting notice cites compliance with the Open Public Meetings Act, with postings made to the Township Bulletin Board, Electronic Message Board, WCTV, and twpofwashington.us. Those needing disability accommodations are asked to contact the clerk’s office in advance. Attendees are reminded of the fire exits to the right and left of council chambers and asked to silence cell phones.
