ENGLEWOOD CLIFFS — Former borough councilman Glen A. Luciano has been charged in connection with a series of incidents involving damage to residential property, according to the Police Department.
Police said a victim reported damage to residential exterior windows on Feb. 24, March 2, March 9 and March 14. Detectives gathered surveillance footage and other physical evidence from the scenes and ultimately identified Luciano, an Englewood Cliffs resident, as the suspect.
Luciano was arrested March 16 following what police described as a controlled motor vehicle stop. He was charged with third-degree criminal mischief and fourth-degree stalking, given a court date and released.
In announcing the arrest, Police Chief William Henkelman said all charges are accusations and that Luciano is presumed innocent unless and until proven guilty beyond a reasonable doubt.
In a statement issued the following day, the Englewood Cliffs Republican Organization said it was acknowledging Luciano’s arrest “in connection with multiple alleged incidents of criminal mischief and stalking involving damage to residential properties in the Borough.”
The organization said the reported victim is “a long-serving Englewood Cliffs resident who has dedicated many years to the community as a volunteer public official,” and added that “no individual — especially those who contribute to public service — should be subjected to harassment, intimidation, or alleged criminal conduct.”
The Republican organization also said the reported incidents “raise serious concerns about conduct that may have impacted the safety and well-being of our residents.”
“While Republican officials remain focused on responsible governance and moving Englewood Cliffs forward, we believe it is important to uphold standards of accountability, civility, and respect within our community,” the statement said.
It added that residents “deserve leadership that prioritizes integrity, transparency, and the rule of law,” and said the organization remains committed to those principles.
The police department did not release additional details about the investigation.
