Accused Rockland Taxi Thief Nabbed in Montvale Yard

MONTVALE, N.J.—World heavyweight boxing champion (1937–1949) Joe Louis, the Brown Bomber from Detroit, is said to have coined the phrase “He can run but he can’t hide.” 

That’s a lesson perhaps now learned by the suspect accused of crashing a stolen taxi in Rockland County and hoofing it to capture in the back yard of a Montvale home the night of Friday, June 14.

Police said Evan Koulikov, 21, of Spring Valley, remained held at press time at Bergen County Jail pending extradition. He faces a charge of being a fugitive from justice. 

A published report quotes a Montvale resident suggesting an attempted carjacking was involved.

Koulikov, dressed in what  looks like blue sweats and sweatshirt with a khaki cap, was chased by police and a local homeowner. 

His capture is captured as well: shown on home surveillance video from a Lark Lane address, where police, including three 

K-9s, cinched their perimeter around him.

In the video, posted to YouTube, Koulikov is shown flipping over a fence into the yard, making gamely for the opposite property line, then giving up.

Following instructions, he raises his hands, throws his cap to the ground, and drops to his knees. The video shows he waits 22 seconds while men and dogs approach, then an officer pounces, knocking him to the green grass and cuffing him from behind.

Rockland police said Koulikov stole a Toyota Rav4 taxi from a strip mall on Red Schoolhouse Road in Chestnut Ridge, striking another car on his way out, around 7 p.m. 

Reports said he soon hit a tree on DeSalvo Court and Wilshire Drive then fled on foot across more than one local property.

Ramapo police, the Rockland County Sheriff’s Office, and police in Upper Saddle River, Park Ridge, and Montvale joined in the search and apprehension.
